Behavior II Citations & Fest

• lots of IEP students excluded
• some kids look to receive Level II's so they can be with their friends who already have Level II's
• hampers giving legitimate II's when needed...
• goes against our prime directive to be inclusive
• doesn't allow excluded students to benefit from social activities
• some students go through entire three years without going to a Fest
